SAN FRANCISCO (AFP) - Questions mounted Saturday about how a California man was able to hide for 18 years a girl he kidnapped and the two children she bore him, despite warnings from neighbors of something amiss.

As scores of police combed the home of suspects, Phillip Garrido, 58, and his wife Nancy, 54, Americans were asking how police failed to act on tipoffs that something suspicious was going on at their house.


Jaycee Lee Dugard was discovered on Wednesday, nearly two decades after the blonde schoolgirl was snatched outside her home in 1991, when she was just 11.


She had been confined in a makeshift prison of sheds and tents in what police have described as a "backyard within a backyard" at Garrido's home in Antioch, around 50 miles (80 kilometers) east of San Francisco.


On Saturday, police were searching the house in relation to a series of prostitute killings in the 1990s, as other bodies had been found close to where Garrido worked, the San Francisco Chronicle said.


On Thursday, police revealed that Garrido, a convicted rapist and registered sex offender, had abused Dugard, now 29, and fathered her two daughters, now aged 15 and 11, who had also been kept in the compound.


The Garridos both pleaded not guilty on Friday to 29 alleged offenses including kidnapping, rape and false imprisonment.


But many are questioning how the case went unsolved for so long, even after neighbors alerted police that children appeared to be living in the complex of tents behind his home.


Police in Contra Costa County admitted Friday that they had received a tip in November 2006 and failed to follow it up properly.


Sheriff Warren Rupf issued an apology saying law enforcement officials were distraught over their failure to discover Garrido's crimes earlier.


"On November 30, 2006 we missed an opportunity to bring earlier closure to this situation," he admitted.


"I can't change the course of events, but we are beating ourselves up over this and are the first to do so," Rupf said.


But other neighbors said they had no idea that anything was wrong.


"It's kind of embarrassing to be here this long and not know what's going on. How could that go on under all of our noses?," one neighbor, who gave his name only as Steve, told AFP.


New details suggested Garrido was able to cultivate a normal public persona, taking on jobs and even allowing Dugard to interact with other people.


A man who once hired Garrido for a printing job told The New York Times on Saturday that he had met, exchanged emails and regularly spoken on the phone with a young woman who was introduced as Garrido's daughter Allissa.


Ben Daughdrill said the woman never suggested she was being held captive or tried to identify herself as Dugard, and she was the one who did the art work.


Dugard was reunited with her mother and half-sister on Friday, but was struggling to come to terms with her ordeal and experts say it could take years for her to recover.

Dugard was found after police reported Garrido acting suspiciously at the University of California, Berkeley, where with two young girls he was trying to hand out religious literature propounding claims he could channel the voice of God.

The pale, blond girls were wearing drab sundresses, "like 'Little House on the Prairie' meets robots," university security officer Allison Jacobs told a press conference Friday.

"The younger daughter was staring directly at me, as if she was looking into my soul, with this eerie smile on her face," Jacobs said. "I just got a weird, uneasy feeling."

Garrido was summoned to a meeting Wednesday with his parole officer who, having previously visited the home, found it strange that in addition to his wife Nancy he brought along two girls and a woman he called "Allissa."

Dugard's real identity emerged during the meeting and Garrido and his wife Nancy were detained.

But parole officers Saturday defended their work, saying Garrido had worked hard to cover his tracks.

"This guy was definitely very elusive, very stealthy in what he was doing," said Gordon Hinkle, spokesman for the state parole agency, told the San Francisco Chronicle.

I've been following this story, though I hadn't seen this particular news article (thanks for posting it). Rob Taylor blogged about it as well.

What is really disgusting is that this man was already a convicted sex offender when he and his wife abducted Jaycee. His wife reportedly kept Jaycee for him for a time while he was in jail. They're both disgusting people, and had his initial convictions been sufficient Jaycee would have grown up with her family where she belonged, not being repeatedly raped by this degenerate pervert while being kept in sheds with no electricity, to bear two more victims by him at the ages of about 14 and 18.

Parole officers should be required to do a complete walk-through of the homes and properties of convicted sex offenders on a regular (and surprise) basis. Had that been done, this girl would have been returned to her family at a much earlier age... and there is also the possibility that he would have been caught with a previous victim and returned to prison, never having the chance to abduct Jaycee in the first place.

The bleeding hearts and second (and third, and fourth) chancers of the world strike again.

This woman and her two girls are certainly going to need a lot of support. If anyone can (and believe me, I do realize that these are tough times) please do what you can to help these ladies... they're obviously not going to have any health insurance to speak of to cover any therapy costs, and as some of us know, it can be very costly.

Everyone knows the police have more important things to to.... like handing out parking tickets to all those dangerous menaces to society who dare to invade a "NO PARKING" space. Those poor street signs, who will respect their rights if not for the police?!
We cant expect policy enforcement officers to protect people... where is the revenue in that?

I know people who have been raped but no charges were laid due to a lack of witnesses. We should always remember to be raped in pairs.

I can't help but to feel that a large portion of the police forces (particularly those in the area in which this happened) are embarrassed by this. But yes, those specifically did fail this woman. And who knows how many other victims this man has had in the meantime, or between Jaycee and the rape victim for which Garrido was arrested. Unless someone comes forward, or they find bodies on his property, I don't think anyone will ever know. But these people rarely have one victim, and can have more than one at any given time.

Rev Willow, I hope you don't mind I slightly edited the title of this discussion (added Jaycee's name to it) to make it easier for members to identify.

Once again, Rob Taylor of Red Alerts has brought to my attention another issue cropping up. The Washington Post is now inviting guest bloggers to post on their site, and this one apparently feels, exactly as the RSOLers and SOSENites (those working very hard in a sad attempt to get the Sex Offender Registries abolished, as well as life sentences for sex offenders) that what happened to Jaycee is proof that the SOR is a failure.

Unfortunately, when "respected" (by some) journalistic companies start posting this BS, it starts to lend some credibility (at least in the minds of those soft on crime, and believe me, there are a lot of those people out there) to what these PoSes are saying... at least until people start talking to or reading the comments of the ROSLers and Sosenites themselves. They're just amazing at making themselves look completely stupid.

As you can imagine, the pedophile trolls have flooded the comments section with their BS, completely brushing off the fact that Jaycee's case was a failure on the part of the Garrido's PO and the police in that area, not the SOR. In fact, had Garrido not been on the registry at all, Jaycee and her daughters very likely would still be there.

Anyone morbidly curious about the twisted arguments that these scumsacks repeat as though they've burned it on the insides of their eyelids is encouraged to read, not only the blog at WP, but the comments left by the scumsacks now trolling it. Please feel free to add your 2 cents to that discussion, as well. One or two of my comments may be deleted come Monday, since I'm sure that "Fima" will whine like a baby that I've insulted him in them (it seems these people can dish it out, but they can't take it. Seriously, read his comments... he's an idiot to think anyone is falling for his BS, and it's actually difficult not to insult someone like him.)

I thought that some of you might find it interesting that the owner of that particular WaPo blog has chosen to moderate comments... they apparently feel that it's not conducive to their argument to have people who don't agree with the main post commenting. But posts like this (submitted after my most recent comment was originally submitted) are perfectly acceptable:
" There is no substantive evidence that public SOR work. Fact. There is, however, evidence that through their onerous compliance requirements they endanger children by forcing those on the registries underground. Obviously it's important for those involved with law enforcement to have access to lists of offenders (sexual or otherwise) to enable them to do their jobs and keep tabs on criminals. What is not needed is for these registers to be made public as part of what is nothing more than a hollow public relations exercise. Anyone who tells you differently is pushing their own agenda - usually one that involves making money.

FimaFimovich - I've also checked out DodiaFae's Pagan website and agree it's a load of garbage. She may not care for our opinion but that's fine as I don't care for her $$$ driven agenda either. I also note that Mr 'Reds Under The Bed' RedAlertsBlog is also a key member of the Pagan blog. How telling then that they both come here to push their bandwagon."

I'm not sure where these people get the idea that PACA generates any cash for me (for Ning, absolutely! Unfortunately, I don't happen to own any stock in Ning. It's why they have the "google ads" bar at the right, unless network owners can afford and are willing to pay for a membership upgrade.) It's laughable, really.

My comment that was apparently deemed inappropriate?
Apparently Fima "Jack" Fimovich is a liar... this is not a personal attack, it's fact. He lied about what exactly he had been arrested for. First he said:
"I was convicted for porn possession in 2003, misdemeanor conviction and placed on sex offender register in Minnesota. Since 2003 as you may understand I can not find job, only short terms projects."
When he was called on the fact that there are no laws against consentual adult porn, that he must have been in possession of child porn, he said:
"first of all I never had any child porn"
Then he went on to say:
"Actually there was spyware browser hijacker on my company computer"
which anyone who has a basic understanding of the purpose of spyware and the purpose of viruses would know is B.S. (See my last comment for further explanation.)
In that comment, he also posted a link to a Wired article, which said:
"In one case a man claims that a browser hijacker sent him to jail after compromising images of children were found on his work computer by an employer, who then reported him to law enforcement authorities."
So there was, in fact, child porn found on his computer, and only his computer out of all the computers being used at the company he was working for. So he was in possession of child porn. If the company servers were infected with spyware or a virus or anything like that, his would not have been the only computer affected. The article went on to say that experts said:
"Some of the images were found in unallocated file space, and would have to have been placed there deliberately since cached images from browsing sessions wouldn't have been stored in unallocated space."

So, not only had he seen the images (as they "popped up", supposedly) but some were deliberately moved, presumably to be viewed later (I think if his lame-o explanation that they were found in the "trash" were true, this would have been taken into account. but I doubt that "trash" is where they were found...) but he neglected to report the images to law enforcement, which is his duty as an American citizen (or even a refugee.)

Gee, Jack, maybe if you'd reported the "problem" when it occurred, you wouldn't be on the SOR now, complaining about how your rights have been violated (no concern for the kids in the CP that was found on your computer, though) even though you're listing on the registry is apparently not even available to the public (which it should be) and attempting to make disgusting comparisons between racial persecution and what you have brought on yourself by perpetuating the exploitation of children.

Also, with regard to the "porn star" who was in her 20's but looked like a minor... please explain to everyone what kind of person it takes to get off on porn starring a woman who even appears to be a minor? I think everyone is aware of what segment of the population the producers of porn starring that particular "actress" were catering to...

(You may want to go back and read the exchange between this human waste of resources, but I think it pretty stands on it's own.)
